Santa Barbara Property Tax Appeal: How and When to File

Santa Barbara County owners can appeal their assessed value from July 2 to November 30. See who may qualify, the evidence that counts, and other deadlines.

To appeal your property tax assessment in Santa Barbara County, file an Assessment Appeal Application, which the county still calls an Application for Changed Assessment, with the County Clerk of the Board between July 2 and November 30. For 2026, the state’s list of county filing periods confirms Monday, November 30 as Santa Barbara County’s last day to appeal this year’s regular assessment.

An appeal generally makes sense when the county’s value is higher than what your home would have sold for on January 1. It is not a way to lower a bill that feels too high compared with a neighbor’s.

When can your assessed value be too high?

Your assessed value is the value the county uses to figure your tax. Under Proposition 13, it usually starts at the market value when you bought, often the purchase price, and can rise up to 2% a year. Under Proposition 8, also called a decline in value, the Santa Barbara County Assessor must use the lower of that figure or the home’s market value on January 1.

These owners may have a case:

  • You bought near a price peak, and similar homes are now selling for less.
  • Your home has a problem the county may not know about, like a failing foundation.
  • The county’s records list the wrong square footage, bedrooms, or lot size.

Suppose your bill shows a $1.2 million assessed value, but sales of similar homes support a January 1, 2026 market value of $1.05 million. The 1% general tax would fall from $12,000 to $10,500, a $1,500 difference for that year. Our guide to Santa Barbara County property taxes explains how the full bill is built.

Should you ask the assessor first?

Yes, the county suggests starting with the assessor’s office. If staff find an error, they may fix it without a hearing. Owners who think the value is above market can submit a Request for Informal Review from July 1 to November 15.

The appeals board cannot extend its filing period, so if November 30 is close, file the formal appeal too. Appeals are filed with the Clerk of the Board at 105 E. Anapamu Street, Room 407, Santa Barbara. You can track a case on the county’s assessment appeals portal.

What if you just bought, built, or remodeled?

A purchase or new construction generally triggers a supplemental assessment, and that has its own deadline. The county says to appeal it within 60 days of the mailing date on the Supplemental Assessment Notice.

If that window passes, the state’s appeals guide lets owners appeal the new base value during the regular July 2 to November 30 window in the year it first appears on the regular roll, or in any of the next three years. A win then generally lowers that year and later years, not earlier ones, so filing late can mean no refund for the past.

What evidence does the appeals board consider?

Sales of similar homes are generally the strongest evidence for a residential appeal. For a decline in value appeal, the valuation date is January 1 of the year you file. The board may not consider sales that closed more than 90 days after that date.

Compare homes close by with similar size, age, lot, condition, and zoning, sold on the open market. Bring everything to the hearing, because the board only weighs evidence presented there, not papers attached to your application. A formal appraisal is generally allowed, but the board may ask the appraiser to attend.

File a separate application for each parcel. A decline in value result applies only to the year appealed. The assessor reviews the value every January 1 after that, and it can rise by more than 2% a year as the market recovers, up to the Proposition 13 figure. If you disagree with a later year’s value, file again for that year.

Do you still pay your tax while the appeal is pending?

Yes. The state’s assessment appeals guidance says to pay on time even with an appeal open. Late payments bring penalties and interest whatever the result. If the value is lowered, you’ll receive a refund with interest.

The first installment’s December 10 late-payment deadline doesn’t wait for a hearing, so budget for the full bill.

The bottom line

Santa Barbara County owners who believe their assessed value is above January 1 market value can file a formal appeal by November 30, 2026, or ask the assessor for an informal review by November 15. Supplemental assessments after a purchase have a 60-day deadline. Bring comparable sales to the hearing and keep paying the bill on time.

FAQ

Can the appeals board raise my assessed value?

Yes. Based on the evidence at the hearing, the board can lower, raise, or confirm the value. That is one reason to check your comparable sales before you file.

Do I need a lawyer or agent to appeal?

No. You can represent yourself, and a spouse, registered domestic partner, parent, or child can sign and appear for you. Anyone else needs your signed written authorization, unless it's a California attorney.

How long does a Santa Barbara County appeal take?

State law gives the board up to two years to resolve an application. The county must give you at least 45 days' notice of your hearing.
